Safe Staffing Nurse to Patient Ratios

I'm just starting to look into this topic. I've noticed short staffing during my husband's hospital stays (in two different well-rated non-profit hospitals), but at least then, I was able to go track down a nurse while I was visiting him. Having just been a patient though, I really noticed the shortage in staffing, and from what I've heard, this is widespread.
